Freediving in Moalboal
A small town on the west coast of Cebu whose reef wall starts a short swim from Panagsama Beach and whose sardine shoal sits in the shallows year round.
Why here
Panagsama's reef wall starts a short swim from the beach and drops well past training depth, so shore-entry line work is the norm rather than the exception. The sardine shoal sits in the shallows off the same beach year round, dense enough to blot out the light, and it is one of very few places where somebody on their first session sees something genuinely rare. The dedicated school here has taught since 2013 and runs instructor and AIDA judge training, which is unusual for a town this size. Costs are among the lowest of any serious freediving destination.
Best months
The Amihan northeast monsoon returns in November and settles the water on this side of Cebu, but the Visayas typhoon season overlaps into November and December and a passing system can shut the water down for several days. That is the honest risk of a November trip here and it should shape how much buffer you build in. Water sits around 27 to 29C year round. Moalboal faces west across the Tanon Strait, so it is sheltered from the northeast wind itself.
Getting there & around
Fly into Mactan-Cebu International, then roughly three hours by road to Moalboal, by bus from the South Bus Terminal or by private van. Panagsama Beach is where the dive and freedive operations cluster. One is a dedicated freediving school; the other is a scuba and technical dive resort that also teaches SSI freediving levels, so it is the right choice if you want lodging and diving in one booking and the wrong one if you want a freediving specialist. Build spare days into a November or December trip for weather. The nearest hyperbaric chamber is in Cebu City.
